All designers are not equal
Website designers fall between two extremes: those that are extremely creative and artsy, with a strong focus on the appearance and aesthetics of a website; and those that create designs that are basic and simple, focusing on the functionality and ease of use of a website. Some designers are capable of creating both types of websites, but you will usually find that they will favor one type of design over the other.
Which kind of website is better?
This is a question that is related to the goals of your website. The optimal solution will depend on your market and the message you want your website to give off. If you are a graphic design company, you will probably want a website that highlights impressive design features, even at the expense of some usability. On the other hand if you are selling widgets, then you may opt for a simpler design in favor of functionality. Bear in mind that the two extremes are not always mutually exclusive: it is possible to have a visually rich design and superior functionality. However, in general, websites with a simpler design are easier to use.
How much input does the client have in the design?
This depends on the designer you choose, and how also how much you want to be involved. Some designers are related to have the client involved in the creative process, as it can add to the consulting time and therefore cost of the project. However, some clients have a very clear idea of what they want or at least what they like and what they do not like. This is an area to check over very carefully with your designer, if you want to have a large role in the design of your website.
A freelance web designer or a company?
Freelance web designers are effectively one-man businesses. Therefore, you can expect all the benefits and the disadvantages associated with small business. The service is likely to be much more personal and could well be cheaper, but the resources of the web designer will be limited, and you may have to wait for the web designer to become available. On the other hand a web design company will be more likely to be able to take on your job soon, but you may miss out on a personalized approach. However, some web design companies will assign a web designer to handle your project, ensuring you receive a personalized service, but with the benefits of the support of a larger business. For some reason, having a web designer assigned rather than being able to choose the web designer that will work on their website is a significant drawback. Prices are usually more expensive if you use a larger company, but this is not always the case, as larger companies can take advantage of economies of scale.
In summary, there is no definitive answer as to which is better. A lot will depend on the actual companies and freelancers in question. For example, a small company would provide a very similar service to a lone freelancer.

First of all, ensure you have thought through your needs thoroughly. You should be at least at the stage of creating the content before you start talking to designers. Once you know what is most important to you – design or functionality – you can begin to search for web designers. Look at their past work and see which aspects of web design that stress as being important. See how easy it is to use their own website: if you have difficulties, they are most likely to be focussed on design over functionality. Once you have identified a designer you think matches your needs, engage them and see how they come across. Are they helpful and friendly? Do they respond quickly?
